How Indian government agents in Canada targeted Modi’s opponents

 Agents working from India’s high commission in Ottawa and its consulates in Vancouver and Toronto have been linked to numerous violent crimes targeting critics of Prime Minister Narendra Modi’s government across Canada, Global News has learned.

While officially holding diplomatic roles, these agents were reportedly involved in shootings, killings, threats, arson, and extortion, according to senior sources. Most of the victims supported the Khalistan movement, which advocates for an independent Sikh state in India’s Punjab region, while others were simply Modi government opponents.

In response, Canada expelled six Indian diplomats and consular officials, citing a “targeted campaign against Canadian citizens” involving agents tied to the Indian government. Prime Minister Justin Trudeau explained that the move aimed to "disrupt the chain of operations" that connected Indian diplomats in Canada to criminal organizations targeting Canadians.



According to sources, Indian diplomats coerced or paid community members in Canada to gather intelligence. Some were pressured to perform tasks like gathering information at Sikh temples and tracking the daily routines of individuals, with the embassy or consulates sometimes withholding visas to enforce compliance. Intelligence gathered was passed to handlers at Indian missions in Canada and intelligence officials in India. Organized crime groups, including India’s Lawrence Bishnoi gang, were then hired to carry out the violent acts.

These incidents include the 2023 killing of Hardeep Singh Nijjar in Surrey, B.C., and a recent shooting on Vancouver Island targeting a Punjabi singer. Sanjay Kumar Verma, India’s High Commissioner, allegedly oversaw the operation, with additional involvement from diplomats in Ottawa, Toronto, and Vancouver.

Over the weekend, the RCMP alerted India that these diplomats were persons of interest and requested a waiver of their diplomatic immunity for questioning. India responded by accusing Trudeau of politicizing the issue and expelled six Canadian diplomats, including Canada’s acting high commissioner, Stewart Ross Wheeler.

RCMP Commissioner Mike Duheme confirmed that investigators had connected Indian government agents to “serious criminal activity in Canada” that posed a “significant threat to public safety.” Evidence showed that Indian diplomats in Canada were involved in covert operations, gathering information for the Indian government directly or through proxies, with some individuals and businesses coerced into cooperation.

Although it is common for countries to place intelligence agents in diplomatic missions, it is rare and illegal for them to engage in criminal activities in their host country. Foreign Affairs Minister Mélanie Joly stated Canada’s preference to avoid a diplomatic standoff with India but affirmed that Canada would not tolerate any country’s agents threatening or harming Canadians.

The RCMP commissioner revealed that a specialized team had been working since February 2024 to coordinate investigations into crimes associated with the alleged Indian plot, uncovering significant evidence of criminal activities directed by Indian government agents that continue to threaten Canadians' safety.

India has consistently denied the accusations, calling the suggestion of its diplomats' involvement “preposterous.” However, Canada’s investigation team felt it was critical to confront the Indian government and inform the public about the findings of their investigation, highlighting the gravity of the threats uncovered.
